New Procurement Act 2023

Guidance for suppliers about changes to public procurement.

A new set of procurement regulations are being introduced to replace those currently in place. The new regulations will be known as the Procurement Act 2023 and will apply from 24 February 2025.

The new regulations will change how public procurement is carried out to improve the way supplies, services and works are procured for the public sector.

Central digital platform

The central digital platform will be used as a single place for suppliers to register and upload key business information typically asked by us.

The central digital platform will be used to publish the range of notices relating to a tender or contract.

The Chest procurement portal will still be used to:

  • advertise notices
  • receive bids from suppliers
  • manage procurement activities

Preparing for the new regulations

As a supplier, you should:

  • seek to understand the main changes
  • register and submit your business information on the central digital platform when available
  • review our pipelines

We also advise identifying how your organisation can contribute to national and local procurement priorities and social value objectives such as:

  • job creation
  • upskilling of the workforce
  • net carbon zero

Provider Selection Regime

The Provider Selection Regime (PSR) came into force on 1 January 2024. We will apply the PSR when procuring healthcare services.
