Planning application submitted for the Carlisle Station Gateway Project

Cumberland Council, in partnership with Network Rail and Avanti West Coast, has submitted a major planning application to redevelop and transform Carlisle’s Court Square as part of the ambitious Carlisle Station Gateway project.

With a substantial investment of £27million funded through the Borderlands Inclusive Growth Deal, this transformative project aims to rejuvenate Carlisle’s historic train station, enhance first impressions for visitors, and bolster connectivity across the Borderlands region.

The proposed "Northern Gateway" will prioritise Court Square for pedestrian access by limiting vehicle entry to emergency services, maintenance activities, waste collection and deliveries only. The project includes the revitalisation of public spaces with landscaping, seating, and the reintroduction of the historic Lawson Fountain to its original location. The development will also feature improved pedestrian crossings that will better connect visitors to the city centre, Court Brow, and Botchergate, ensuring seamless access to key areas and taxi services.

Carlisle based Story Contracting will undertake the work and have successfully delivered numerous high quality public realm schemes for the council.  They are collaborating with local businesses to help maximise this investment, as well as developing plans to support local employment and community initiatives.

The Carlisle Station project will also feature a new “Southern Gateway” to be known as “George Square” with the creation of a new public car park and square to the south of the station.  This will redirect vehicle traffic from the north to the south side of the station, reducing congestion and improving traffic flow in the station area. The planning application for this part of the project is expected to be submitted in November 2024.

The Carlisle Station Gateway Project is set to transform Carlisle into a vibrant regional hub, supporting economic growth while celebrating the station’s rich historical significance. This ambitious initiative underscores Cumberland Council’s commitment to enhancing Carlisle’s role as a key economic centre in Cumbria and capitalising on the city’s existing rail and transport infrastructure.

Construction is anticipated to start in 2025, with an expected completion date of 2026/27. This project not only promises to improve accessibility and connectivity but also aims to create a welcoming environment for both residents and visitors. With exciting enhancements in the works, the Carlisle Station Gateway Project is set to redefine the city’s landscape and economic potential.
