Be part of the Carlisle Town Deal Board

Cumberland Council is advertising for a new Chair of the Carlisle Town Deal Board.

Carlisle was selected by Government to have a Town Deal in 2020 and the Town Deal Board was established and successfully secured £19.7m of funding in 2021 to deliver six transformative projects:

  • Start with the Park.
  • Lighting Up Carlisle.
  • Carlisle Business Exchange Centre.
  • Digital and Community Learning Hub.
  • Southern Gateway.
  • Project Tullie.

The Town Deal Board meets on a quarterly basis and its existing members come from a broad range of specialisms, representing business, education, housing, skills and employment and economy at national, regional, and local levels.

All the partners on the Town Deal Board are passionate and committed to improving the city of Carlisle for the future. To fully represent the city and our residents, it is essential that our board membership has a wide range of skills and is diverse to truly represent the people of Carlisle.

After the very successful tenure of Emma Porter as Carlisle Town Deal Board Chair, the council is seeking an ambitious chair who is a locally invested business leader with has a strong track record of leading organisations through change and can play an active role in the governance of the Town Deal, making key decisions that ensure a successful future.

Emma Porter, Practice Director for Transport Advisory and Consulting at AtkinsRealis, RIA Board member and Founder of The Rebuild Site CIC, said:

"I've thoroughly enjoyed Chairing Carlisle's Town Deal board for the past five years.

“From the development of the vision and strategic plan through to starting to see the projects being delivered on the ground has been a fantastic achievement especially given we had to navigate through covid, local government reorganisation and significant budget challenges throughout that time.

“I'd like to thank the other board members for their professional and collaborative behaviours and the team working hard to deliver the schemes. Everyone involved is there because they want the best for the city and the wider area and I wish them and the new Chair the best of luck delivering the remainder of the projects.”

In addition, the new chair must have a demonstrable ability to:

  • Demonstrate a passion and commitment to the development of the town’s future.
  • Understand the public, private, voluntary and community sectors.
  • Run an effective, diverse, and inclusive board and manage relationships with both shareholders and stakeholders.
  • Competently manage conflicts that may arise through competing/conflicting interests of the Board members and key stakeholders.
  • Ensure that the business of the Board is discussed in line with the Terms of Reference, Code of Conduct and decision-making processes.
