Project objective
The Public Realm Improvement Plan will introduce new seating, planting, and litter bins to enhance both the appearance and functionality of the area. Historical interpretation boards will be installed to celebrate Green Market and the Market Hall's heritage, while two commemorative stones, designed by the Whitehaven Heritage Action Group, will be placed at the end of King Street. These additions will highlight the area’s fascinating history, helping people better understand and appreciate Whitehaven’s unique past.
Designed by Align Property Partners, the improvements balance modern functionality with historical preservation, ensuring that Whitehaven’s unique character is both maintained and enhanced. The contractor for the project is local firm, Thomas Armstrong (Contracting) Ltd

Project timeline

- duration: approximately 13 weeks
- work schedule: Monday to Friday, 8am to 5pm (any weekend or evening work will be communicated in advance)
Who is carrying out the work
Thomas Armstrong (Construction) Ltd is the appointed contractor for this project.
The construction phase might offer temporary and permanent employment opportunities; please check local listings and the Thomas Armstrong (Construction) Ltd website for job postings.
Funding for this project
The funding provided by central government is specifically allocated to improve local high streets. Improvements to public realm have the potential to create an environment in which people enjoy spending time and which helps a town centre to thrive.
Impact on local business
Signage will be provided to assist navigation around the two construction sites.
Delivery routes will be adjusted and clearly marked to make sure businesses can have continued access during construction.
All businesses in the area will remain open as usual throughout the construction period. We encourage everyone to continue supporting local shops and services during this time.
Impact on residents
Construction methods to minimise dust and noise will be implemented, and work will adhere to regulations regarding permissible noise levels.
If you have concerns, you can contact the Site Manager on site or visit the site office located on Tangier Street, Whitehaven.

Accessibility during construction
Temporary changes will be made to pedestrian routes, with full signage provided to help you navigate the area safely. A walkway for pedestrians will be maintained at all times, though its location may change periodically.
Pedestrian footways will be clearly marked and maintained throughout the construction period.
All temporary pathways and access routes will be designed to be accessible for individuals with disabilities.
A clear access plan for emergency services has been developed and will be strictly followed during the construction period.
Public toilets
Like many councils across the UK, we currently do not have dedicated public toilets in the town centre. However, many local businesses warmly welcome visitors to use their facilities. While councils are not legally required to provide public toilets, we understand their importance and are always open to exploring practical, community-led solutions to enhance local amenities.
