Temporary Event Notice (TEN): Allerdale

When you need a Temporary Event Notice (TEN), who can apply, how to apply, costs and fees.

You need to apply for a Temporary Event Notice (TEN) if you want to hold one-off events that includes some licensable activities that are not covered by a premises licence.

These are very useful for events such as a wedding in a field with a marquee, or an event in a venue which does not have a licence already.

Licensable activity includes:

  • selling alcohol
  • serving alcohol to members of a private club
  • providing entertainment, such as music, dancing or indoor sporting events
  • serving hot food or drink between 11pm and 5am

When you need a TEN

A TEN event must:

  • last no more than 168 hours (7 days)
  • have fewer than 500 people at any one time including staff running the event and performers

Apply for a TEN

You can only apply for a TEN as an individual person (who is aged 18 years and over) rather than a company or organisation.

You do not have to be a personal licence holder to submit a TEN.

You must submit your form at least 10 working days before the date of the event. This does not include:

  • weekends and bank holidays
  • the day we receive we receive your application
  • the first day of your event

Late TEN

You can apply for a late TEN between 5 and 9 working days before your event. This does not include the day you submit the notice or the day of the event.

If we receive an objection notice from either the police or environmental health, you will not be able to hold your event.

How many notices you can apply for

A single premises can have up to 15 TENs applied for in one year, as long as the total length of the events is not more than 21 days.

If you are organising separate but consecutive events, there must be a gap of 24 hours between TENs.

If you hold a personal licence

A personal licence holder can have up to 50 TENs per calendar year. 10 of these can be late TENs.

If you do not have a personal licence

A person who does not have a personal licence can have up to 5 TENs per calendar year. 2 of these can be late TENs.

Submitting by post or email

If you are returning your form by email, you will need to send a scanned copy of the application with your signature. We will automatically send your application to the other departments.

After you’ve applied

The police and environmental health have 3 working days to object to any TEN.

If the police or environmental health believe that the event would undermine the licensing objectives, they may serve an objection notice on the licensing authority and the premises holder.

You’ll receive a signed copy of your TEN by way of acknowledgement.

A hearing will then be arranged unless there is agreement that it is unnecessary.

A decision and a notice will be issued within 24 hours before the beginning of the event period specified in the TEN.
