Anti-social behaviour is conduct that causes, or is likely to cause, harassment, alarm or distress to any person. It can have a serious impact on victims and communities.
You can ask for a case review if:
- you've reported three or more separate incidents of anti-social behaviour to the council, police or housing provider within the last six months
- the problem is ongoing
- you feel the response from agencies has been inadequate
This process is also known as the Community Trigger.
Who can request a review
You can request a review if you're:
- a victim this includes individuals, businesses or community groups
- a third party acting on behalf of a victim, with their consent (for example, a friend, relative, carer, councillor, MP or professional)
- a senior manager at Cumberland Council who believes a review is needed to safeguard a vulnerable victim

What the review covers
The case review looks at how agencies responded to your reports of anti-social behaviour. It checks whether further action can be taken to resolve the issue.
It does not cover complaints about council services. If you want to complain about a council service, use the Cumberland Council complaints procedure.
